This is an exciting full time opportunity to join a dynamic team at the heart of Lancashire County Council.  We are looking for an enthusiastic and professional individual to join the team as a Facilities Projects Officer.  The successful candidate will form part of a close working team, leading, delivering and supporting on a wide range of accommodation projects across the County and as part of the wider Facilities Management Service. 

 

The role is based at County Hall in Preston and will included travel across the County.  The main focus is accommodation planning and change management to support our front line Services, in line with the Authority's property strategy.  The successful candidate will work closely with key stakeholders on all aspects of accommodation requirements.

 

The Accommodation team plays a central role in supporting all Services across the County Council and we pride ourselves on delivering an exceptional service.  Lancashire County Council is the fourth largest local authority in England and covers a huge geographic area.  It is a delightful mix of bustling towns and cities, picturesque countryside and coastlines.  The successful candidate will be enthusiastic, energetic, solution focused and professional.

 
Key Accountabilities
  • To independently plan, manage and deliver accommodation projects, which support the business plan and are consistent with the County Council's accommodation, property and IT strategies, whilst delivering efficiencies and value for money.
  • To liaise with key stakeholders for specific projects, to ensure accurate programming of works, to maintain Service delivery across the County. 
  • To determine appropriate resources and considerations when planning projects, e.g. space planning in line with corporate standards, roll out of policy and legislative requirements across all sites, move planning, Service needs, including CCTV, car park management systems, access control and conferencing equipment.
  • Ensure the continuous review of accommodation and space utilisation to ensure maximum use of County Council premises and to support the implementation of smart working principles across the County. 
  • To be the FM representative when liaising with key stakeholders and occupiers, in liaison with the Facilities Operations and Building FM Compliance Managers, to brief and induct occupiers into the operational aspects of building usage and FM input.
  • To act as a key member of the Accommodation Team, contributing to team planning and meetings, demonstrating professionalism and assisting in the development and continual improvement of service delivery policy and procedures.
  • To maintain regular communication updates on FM Accommodation programme delivery, ensure all risks are recorded and managed and provide governance of projects throughout the delivery lifecycle.
  • To collate and analyse statistics and information, and independently write and produce reports and recommendations where required.
  • To support the development of and adherence to the Organisational objectives, values and strategies.
  • To work with colleagues across FM, sharing skills, experience and knowledge.
Skills and Experience
  • Proven experience of independently managing and delivering projects.
  • Effective analytical and problem solving capabilities.
  • Excellent communication and interpersonal skills and experience of dealing with senior key stakeholders and chairing meetings.
  • Experience of working in a Facilities environment with a key understanding of Facility and H&S considerations.
  • Professional, confident, positive and solution focussed.
  • Excellent numeracy, literacy organisational and planning skills.
  • Strong skills set and experience of working with relevant IT systems including Microsoft Office particularly Word, Excel and Outlook with excellent keyboard skills.
  • Flexible approach to work.
