An exciting opportunity has arisen to join Lancashire Youth Offending Team as the Performance, Development and Research Officer (PDRO). The role will involve monitoring, collating, evaluating, analysing and interpreting performance data as it relates to YOT, generating an evidence base for managers which supports decision making. The PDRO will need to ensure that organisational information reports are produced on a regular basis to the Head of Service, the management team, Youth Justice Management Board and other stakeholders and contribute to the effective achievement of the Youth Justice Plan, relevant national and local performance targets. 


The accountabilities/responsibilities appropriate for this role are as follows:

  • To contribute and support the service to identify, develop, promote and implement key planning documents, policies and procedures to identify areas of good practice, monitor consistency across the service and achieve continuous improvement against national standards and the three national measures.
  • To advise and support managers on performance improvement and future requirements by developing an overview of service area, identifying objectives and recommending procedural adaptations to enable managers to improve operations, performance and efficiency in the short and long term.
  • To lead on YOT internal audits; analyse, understand and communicate current and future trends in district/thematic level performance and management information, producing needs assessments, commentary and action plans to address performance issues and improve practice.
  • Research areas of underperformance at team and thematic level to identify underlying operational and technical issues, making recommendations and formal proposals to drive service improvement, increase efficiency and improve outcomes for children and young people.
  • Provide support to the service to promote readiness for Inspection, peer review and internal audit.
  • To be the organisational single point of contact with the LCC Business Intelligence Team in respect of audit, inspection and performance related reporting requirements.
  • To collate and extract data for the provision of information and statistical reports, to agreed timescales for YOT management, the Youth Justice Management Board, the Youth Justice Board and relevant partner agencies.  
  • To oversee the maintenance of the Lancashire YOT Intranet, Internet and Websites, including use of social media platforms as appropriate.
  • To contribute to the delivery of specific training events for staff, volunteers and other agencies. To provide ongoing support, advice and development of YOT staff in the use of the case management system.
  • To lead on developing and optimising the use of the YOT case management system and oversee quality assurance systems in respect of case recordings and management.
  • Maintain a working knowledge of current legislation and regulations relating to YOT.
  • To represent Lancashire YOT at relevant meetings locally and nationally as required.
  • To contribute to the Youth Justice Business planning processes.
  • To establish and chair relevant meetings
  • To prepare for and contribute to the supervision and performance development and review process and to be responsible for own learning. To attend training courses as required.
  • To actively promote Equal Opportunities in all aspects of the work with full regard to relevant policies and procedures.
  • To perform any other duties which correspond to the general duties of the YOT and are commensurate with the level of responsibility of this post.  There may be a requirement for evening/weekend work as required by business need.

The PDRO post will be based in Preston, however there is an expectation that the post holder will work from other office bases as required.
